I think both of your designs work but my favorite is the top design, I really like the page ripped out look. For the top design I would move down the tmcc logo to line up with the footer. Great start though.

I really like the folder idea on rough1 but I'm not a fan of the colors of them or the texture on the green background. For rough2 I really like the geometric shapes, I would move the nav to the top though just because that's where I'd expect it to be. Amazing start though.

I plan on having j query animation for the folders, the paper and picture will come out of the folders then the paper will go on top of the folder and then both swipe sideways off of the screen. And for the background picture one, the navigation is the parts of wizard the lizard picture.
