As much as I like the contrast in the second design, I really like the clock and dotted line on the first one. You can use that dotted line to really move the eye around to whatever topics or content you want the user to see. I think it's work best with a high-contrast minimalist color scheme so that the images and layout would do the talking. Lots of white background and black type with colored arrows, dotted lines, and rollovers come to mind. Also, keeping your text in discrete well leaded blocks will help move the eye around.

I like the clock idea. Your have more of a feel of motion and you can add a lot of interactivity into the site with that design.

I like the clock concept with the dotted lines, and the navigation on top should be easy for the user.
