I like them all! You really got that feeling in your design. It is easy to navigate and looks like the website for college. Great job.

I think I like the second set of lay outs more, maybe your images are eye-catching because they are reflecting that "happy learning/graduating feeling" that all of us students want to achieve!

The second one seems more open and friendly, and not as rigid or generic as the first one comes off. It still needs a bit more to bring the elements together, since the bodycopy seems to just be floating there, but it is a good start. Maybe if you used a lighter shade of the background colour you used for the header to sit the bodycopy on?

Sorry, I'm giving late feedback.
both layouts are clean and well presented. The second layout (design_program_2) has a little more visual interest.
However, neither really says Graphic Communications Program.
