Good to see you starting to get in touch with your inner designer, Howard. I'm seeing good progress from the last batch you posted. I know all this art stuff is outside your comfort zone. Keep pushing yourself!
From what I can see you are going in two different directions here. To me, the first one has much more visual interest. The second seems to be just a center aligned column.
I like the use of the image as a header as well as the link placement as two columns. I'd say it could use something to establish the center column more fully, like a like on either side, or a drop shadow along the edge, or both.
To me, the areas you need to play with most are in typography and contrast. All your type is basically the same size and boldness. I would try changing up the size to highlight certain things. Like make "Howard's Home Page" larger and bolder while shrinking "GRC 175 - Web Design and Publishing I - Sprint 2014 - TMCC" down to say half it's size and use a lighter weight font.
As for contrast. Most of your design blends together. You need to differentiate things by darkness and light as well as different colors. Maybe make your buttons black with white or pale lavender text in them to really catch the eye. Perhaps make make "Howard's Home Page" a bright white with a drop shadow to really pop it.
Take a look at your fellow students designs posted this semester and in previous semesters on this very project forum and use them as inspiration. Keep up that growth and keep expanding your design knowledge!

I like the color introduced in the first design; I am a fan of periwinkle. Perhaps you could play more with type styles and sizes, and interaction between the text and image.

This is a good start, but you should really dive into the design elements a bit more. This class is meant for experimenting with our first webpage, so why not try things you typically wouldn't see/do?
