I really enjoy your top design layout, it's so minimalist and your use of white negative space is solid. It really draws out the navigation and information you are displaying. The only thing I can think about you working on otherwise is the balance in your layout, it's not quite there yet and I'm not sure id you were going for a symmetrical or asymmetrical balance.

Sorry about the delay on the feedback, but looking at your two designs I am really enjoying your first one! It is minimalist (in which I enjoy) and it looks very professional. On the other hand, your second one isn't bad either! I love the color scheme and how different it is from the first one. Which ever one you choose, I believe both to be successful. Great Job Joe!

Both of your sites are very well done. Your second design and style stands out more for me. Increasing the font size for your paragraph would make the text easier to see.
