This is a close one here, Mackenzie. I'd say your second one is the better one here. Your first one has an absolutely kickass mobile design with the separate "pages" divided by paint runs, but it falls apart a little in your computer layout. Your second one looks excellent both in its mobile layout and computer layout so I say go with that one.
Cartoon You is a fun centerpiece to use for the design. It establishes a fun feel that makes sure the website isn't taken too seriously. She knows something I don't, judging by that smirk. I think the real subtle MVPs of this piece are all the little circles in different shades of gray/white. You've placed them nicely throughout the design and they add texture and quietly move the eye from one part of the composition to another. Good use of transparency on your header to add contrast, it also frames the content area well. Nice choice in colors, the gray, yellow, black, and white color scheme works well together. They are light and dark enough to create contrast (which you use to great effect), and the yellow seizes the eye's attention wherever it goes. The gradient's a nice touch too. It helps push the eye from one side to the other and adds additional visual interest. By and large, your margins are very good too. Nothing feels too crowded.
I'm not sold on the right aligned home button. I think it would look better left aligned against it's dot, like your other buttons. On both your mobile and computer layouts, lengthen your links so each link is one line rather than several. Also, add a little more space between your About Me and Links sections on your computer design. Your mobile design has a nice amount of room between them.
