I like your scrapbooky design better, Lakelyn.
It has a great visual texture to it. Literally, in the case of your Xs and Os and figuratively, in the case of your scrapbook style layout. The Xs and Os at the top feel like some kind of luxury bag print. Like a football or video game themed Louis Vuitton or something. Fun! The whole layout feels distressed with out having to use any distressed textures. Fascinating. Good use of contrast here as well. It's more subtle that some compositions, but it works well here. I like that the TMCC logo is a stamp and your X is a couple of pieces of tape holding your image on the page. Your type works well here too. It's very legible, but also simple and hard edged. It stands out nicely. I can quickly spot your heirarchy. Your navigation is also easy to find and, hopefully, to use.
Instead of having it sit in a sea of white and having your Xs and Os tinkertoying off the edge, I'd recommend having the edge of composition of grays be the edge of your browser window. I think it would tighten the whole thing up. One of the upshots of having a design be so neutral is that your picture selection is paramount. That picture is going to provide all the color for this composition and bleed through into everything on it. Or you can cheat and use a grayscale photo. Lol!
