Both are kind of blah to me. I slightly prefer your second design. I think though, you need to go with some sans-serif type. Serif types clash too much with your clean geometric layouts. Also, contrast, contrast, CONTRAST. Right now the greens and grays are running together for me into a kind of soup. Black and white with splashes of very bright colors will do you wonders on these. Lastly, I don't like the fact that "Degrees and Certificates" is two lines while your other buttons are one line. Figure out what font size will put "Degrees and Certificates" at one line and size the rest of your navigation to it. Those three things will improve your second design immensely.
