The first one is more appealing, but at first all I saw was the sponsor images. As Michael says, they could be smaller and on the bottom. The Fair is not something that is familiar so I wanted to see more about it. The color scheme on the first one is more appealing to me, but that could just be personal preference. The soft teal was gentler and more memorable than the brilliant blue. The scattered links also add interest and make the site stand out.

I prefer the first one as it is more pleasing to the eyes. You can try to find clever ways for places the text.
