This website's catch phrase is "learn good web design by looking at bad web design." It's pretty funny, it's amazing what some web developers actually get away with... most of these look like they were made by colorblind 12 year olds that spend too much time on the computer, or at least by designers with severe ADHD.
I also find it kind of ironic how a website about bad design looks outdated, full of cheesy stock images, and hard to navigate but oh well.

Webpages That Suck is one of my favorite websites. It's a very oldie, but a very goodie. Vincent Flanders was one of the first on the internet to really try to bring in design principles and UI concepts and show how they applied to websites. The fact that he mocks terrible websites with such biting humor is a bonus.
His catchphrases are also dangerously infectious. My favorite is "Mystery Meat Navigation":
