I like better the second one, It looks better with two colors and the images also help a lot.

I think they're both really nice, but that split color background on the second set pulls it ahead. I do like how you've used the seal though... maybe add that to the second concept? It's a nice clean design, and furthermore, it looks plausible. I can readily see this on a college site. Nice job.

These designs look very professional and they also look like they would be a site for a college. I think they need more added to them to make them specific to GRC. Great start.

I enjoy the second layout its very streamlined.

I love the way your first layout looks, I would totally use that as your homepage. With the other pages I would use the second layouts imagery! Looks very nice!

As everyone else says, these do look very professional and neat. I think the first one looks more like a template from a college and you can just change the department name to make it specific, haha. The second one appeals more as a GRC site, particularly with the bigger array of pictures and images. Maybe a border around the pictures though? I'm a sucker for borders. And maybe play with the background color of your footer area, so it stands out from the main content.
