Nice job Larry, I like all of it. The only thing I can see may be a problem is the seal in the background of the header. I don't really know what it is. Maybe just take it out or replace it with something else. I didn't have the actual TMCC seal to work with, so I had to get the NSHE seal as a jpg ...

Something that just occurred to me for the transparency thing (although I likely would have done the transparent image solution too) but instead of trying to make separate divs and place them on top of each other (which is more trouble than it's worth) try nesting the divs as you normally would and ...

I kinda dig the brick... though I might consider taking it all the way to the top. Not sure if that would work (it would cover part of the tips of your neon) but the free standing wall feels a little weird to me.
